The Ministry of National Education (MEB) has published a comprehensive amendment to the School Pre‑Primary and Primary Education Institutions Regulation for the 2026‑2027 academic year. The changes expand school security powers, allowing administrators to conduct searches in classrooms, student lockers, desks, rows, tables and other areas, with each operation documented in an official record.

Parent‑teacher and parent‑administration meetings must now be scheduled through a digital appointment system on each school's official website. Student registrations will start in July and be processed automatically via the e‑Okul platform using address data from the National Address Database; where necessary, parents may be asked to provide utility‑bill documentation for address verification.

Attendance rules are tightened: students with five, ten or fifteen days of unexcused absence will receive SMS or postal notifications, and those with twenty or more days of unexcused absence will be denied thank‑you or appreciation certificates even if they pass their class. From fifth grade onward, a Development Report on social‑emotional growth will accompany the term report card. Additional provisions allow children aged 36‑68 months to be enrolled in main‑class sections in districts without kindergartens, and new class branches may be opened when a sufficient number of 36‑44‑month‑old children are present. Discipline rules now cover unauthorized use of digital devices and political symbols, and teachers’ professional work periods may be conducted online when approved by the ministry.
