Turkey's Justice Minister Approves Framework Law Benefiting 5,000 PKK Members

Turkey's Justice Minister Gürlek announced that a new framework law will be passed before the parliament recess, allowing 5,000 PKK members to benefit from its provisions. The legislation, discussed at an AKP camp in Sapanca, does not include a blanket amnesty; instead, PKK members will be classified as either involved in crime or not, and sentencing will be set with a minimum threshold rather than full release. Alongside the framework law, a separate execution law covering all inmates, including the 440,000 prisoners already in overcrowded facilities, received approval. The minister emphasized that without a comprehensive execution regulation, the release of terrorist organization members could not be justified.

The proposed measures were presented as part of a broader discussion on early elections and constitutional reforms, but the focus remained on the legal treatment of PKK affiliates and prison overcrowding.
