Turkey announces merit-based appointment system for judges and prosecutors

Turkish Justice Minister Akın Gürlek has announced a major reform to the appointment system for judges and prosecutors. Following a decision by the Council of Judges and Prosecutors (HSK), the new system will transition from regional-based assignments to a merit-based model centered on a service points and ranking system.

Key features of the reform include the elimination of the traditional east-west regional distinction in appointments. Instead, assignments will be determined by objective, measurable criteria, including service points, promotion results, inspection reports, merit, and professional suitability. This shift aims to increase transparency, predictability, and fairness within the judiciary.

The new appointment management system is scheduled to be implemented with the 2027 Main Decree.

In a separate context, Minister Gürlek met with representatives from the Foreign Economic Relations Board (DEİK) to discuss strengthening the investment climate. He emphasized that a predictable legal framework is essential for economic stability and investor confidence, noting that judicial reforms are being pursued to ensure commercial disputes are resolved more efficiently through digitalization and increased judicial capacity.
