Overview

Turkey has initiated a series of judicial reforms aimed at improving efficiency, accessibility, and the investment climate. At the start of the 2026-2027 judicial year, Justice Minister Akın Gürlek introduced initiatives such as the ‘135 Alo Adalet Line’ to help citizens report cases that have exceeded specific timeframes. The ministry also allocated 68.7 million lira toward vocational training and employment projects for ex-convicts.

Following these initial measures, the government announced a major overhaul of the judicial appointment system for judges and prosecutors. Following a decision by the Council of Judges and Prosecutors (HSK), the system will transition from regional-based assignments to a merit-based model centered on service points and rankings. This reform seeks to eliminate traditional east-west appointment distinctions by using objective, measurable criteria, including promotion results, inspection reports, and professional suitability. The new appointment management system is scheduled for implementation with the 2027 Main Decree.

Minister Gürlek has also engaged with the Foreign Economic Relations Board (DEİK) to discuss the link between legal predictability and economic stability. He emphasized that judicial reforms, including increased digitalization and judicial capacity, are being pursued to ensure commercial disputes are resolved more efficiently to strengthen investor confidence.
