Turkey's Ministry of National Education sets strict rules for teacher seminar payments
The Turkish Ministry of National Education (MEB) has established strict requirements for teachers to receive their 15-hour professional development seminar additional course fees. To qualify for the full payment, teachers must meet a dual requirement: participating in face-to-face sessions at their schools and achieving a 100% completion rate on digital training modules via the Teacher Information Network (ÖBA).
According to regulations, the system must reflect a status of “Content Completion” at 100% and meet specific “Education Success Criteria.” Failure to complete the digital modules, even if face-to-face attendance is recorded, may result in the withholding of fees. Additionally, despite the seminar period spanning two weeks, legal regulations limit the payment to a maximum of 15 hours per professional study period.
There is ongoing uncertainty regarding teachers who are on medical leave or administrative leave during the seminar period. Because the legislation stipulates that payments are contingent upon “actually performing duties,” school administrations may apply different interpretations regarding whether these individuals are eligible for the additional course fees.
