Turkey Introduces Minimum Fixed ÖTV for Passenger Cars

Turkey's Parliament approved a law published in the Official Gazette on 31 July 2026 that adds a minimum fixed special consumption tax (ÖTV) for passenger cars and certain electric L‑class vehicles. The new minimum tax is set at 100 000 TL for passenger cars and 30 000 TL for electric L‑class vehicles with motor power of 4 kW or more. The minimum applies only to passenger cars and the specified electric vehicles; commercial trucks, motorcycles and agricultural tractors are exempt. The tax regime keeps the existing proportional ÖTV calculation, but when the calculated amount falls below the minimum, only the minimum is collected. Authorities note that current vehicle prices will not change because most vehicles already exceed the new floor. The President may adjust the minimum amounts up to ten times under the law.
