Parliament approved a law, published in the Official Gazette on 31 July 2026, introducing a minimum fixed Special Consumption Tax (ÖTV) for passenger-type vehicles. The floor is set at 100,000 TL for ordinary passenger cars and 30,000 TL for electric L-class vehicles with motor power of 4 kW or more; commercial trucks, motorcycles, and agricultural tractors remain exempt. The amendment retains proportional ÖTV calculation, applying the minimum only when the calculated amount falls below it. The President may raise these minima up to ten-fold. The tax formula also considers engine displacement, drive system, power, and battery capacity.

The broader framework includes an 18.95% inflation-linked MTV increase and a 75% discount for electric-vehicle owners. Following the deadline, the Revenue Administration reported record MTV collections of approximately 42.8 billion TL for July, noting that SMS reminders contributed to a 26% higher on-time payment rate among targeted taxpayers. Total MTV collections for the first seven months of the year exceeded 98 billion lira. Minister of Treasury and Finance Mehmet Şimşek expressed gratitude for voluntary compliance. Deferral and instalment programmes for MTV and SGK liabilities remain open for applications through 31 August, with repayments spread over twelve monthly instalments starting in September.
