Turkey's parliament adopts police reform and reshuffles provincial officials

The Turkish Grand National Assembly passed a new police organisational law that introduces a quota system for senior officer ranks. The law sets maximum numbers for each rank – for example, 65 for Class Police Director, 75 for another class, and up to 300 for several other senior positions – aiming to improve career planning and management. It also grants employment rights to personnel who were dismissed on health grounds but later reinstated by court rulings, allowing them to apply for General Administrative Service positions within six months.

In a separate decision, the Assembly postponed its summer recess and voted to keep working through July. At the same time, a decree reassigned 430 provincial and district administrators. The reshuffle moved 15 officials to new posts (11 becoming district governors and 4 deputy governors), transferred 208 district governors to other districts, promoted 82 district governors to deputy governor roles, and shifted 74 deputy governors within the ministry. Additional changes affected officials in Istanbul, Ankara and Izmir, and reassigned 13 senior magistrates.

Both measures are presented as part of Turkey’s effort to strengthen state institutions and improve administrative efficiency.
