Turkey implements National Solidarity Law to manage disarmament process

Turkey has entered a new phase of its anti-terrorism and social integration efforts following the passage of the Law on Strengthening National Solidarity and Social Integration. The law, which passed the Grand National Assembly of Turkey with significant support, aims to facilitate the disarmament of the PKK/KCK and its affiliated groups.

To oversee this process, the Monitoring and Evaluation Board, chaired by Vice President Cevdet Yılmaz, is convening its first meetings. The board includes ministers from the Justice, Foreign Affairs, Interior, and National Defense departments, alongside heads of intelligence and national security. The board will establish specialized sub-committees to manage weapon surrender, field verification, judicial proceedings, and the social rehabilitation of former militants.

Political reactions to the legislation have been mixed. While government advisors describe it as a positive legal policy for the national interest, opposition figures have raised concerns regarding transparency and the long-term implications for national unity. Some political groups have expressed skepticism about the implementation and the potential for political legitimacy to be granted to terrorist organizations during the transition.
