Turkey's Parliament reviews tax‑exempt car list for retirees and disabled citizens

A bill submitted by CHP Tokat MP Kadim Durmaz seeks to grant an ÖTV‑free vehicle allowance to certain retirees and disabled citizens. The proposal, still awaiting discussion in parliamentary committees and a plenary vote, would apply only to specific groups such as craftsmen under Law No 5362 and Bağ‑Kur pensioners, while most civil‑service and SSK retirees would be excluded.

The draft lists eligible car models, including Fiat Egea, Renault Clio, Hyundai i20, Toyota Corolla and others. An updated July 2026 list adds Turkish‑made TOGG models and sets an upper price limit of 2,873,900 TL for vehicles meeting a 40 % local‑content requirement. Sample TOGG prices range from 1.9 million TL (list) to roughly 1.3 million TL after the exemption. The law has not yet been debated or approved, and no ÖTV exemption is currently in force.
