Turkey's parliament to consider PKK dismantling law this week

A draft framework law aimed at legally formalising the dissolution of the PKK and the surrender of its weapons is set to be presented to the Turkish Grand National Assembly in early August. The proposal, comprising 15 articles, was accelerated after President Recep Tayyip Erdoğan instructed that it be passed before the parliamentary recess. Justice Minister Akın Gürlek confirmed the draft contains no general amnesty, no special provision for Abdullah Öcalan, and applies only to PKK members during a six‑month transition period.

The bill is expected to receive joint signatures from AKP, MHP and DEM party leaders and will first be examined by the Justice Committee before a vote in the full assembly. Its activation will depend on a confirmation report from the National Intelligence Organization (MIT) that the PKK has disarmed, after which a monitoring and oversight mechanism will oversee the process.
