Turkey's Solution Process Framework Law Set for July Parliamentary Submission

The DEM Party is finalising a "framework law" draft that will form the legal basis of Turkey's solution process. The proposal, expected to contain 10‑11 articles, is slated for submission to the Grand National Assembly in mid‑July, shortly after the NATO summit in Ankara.

The draft aims to facilitate the return of PKK/KCK members, provide a legal pathway for political prisoners' release, and condition implementation on verification of the group's disarmament. It may be titled “Law proposal on the dissolution, disarmament and termination of the legal existence of PKK‑KCK”. The legislation includes provisions for a one‑year period during which returning members can benefit from the law, while imposing a five‑year political ban on those deemed involved in crimes.

Government officials from the AKP and MHP have been in talks with DEM Party representatives, President Recep Tayyip Erdoğan, and parliamentary leaders to align on the draft. While some withdrawals have been noted in regions such as Zap‑Metina, Gara, Hakurk and Kandil, authorities say the overall security situation has not yet reached a satisfactory level for the law to be finalized.
