Turkey's TOKİ launches kurasız open‑sale campaign for 20,000 homes

The Turkish Ministry of Environment, Urbanisation and Climate Change announced that the Housing Development Administration of Turkey (TOKİ) has begun a nationwide open‑sale campaign covering 64 provinces. Approximately 20,000 new 2+1 and 3+1 apartments will be offered without a lottery, income test or residence requirement. Applications opened on 15 June 2026 and will remain open until 17 July 2026, with sales conducted directly through Ziraat Bank and Halkbank branches on a “first‑come, first‑served” basis. Eligible buyers must be Turkish citizens aged 18 or older, have no existing property in their name or that of their spouse, and may acquire only one unit per household. Prices start at about 2.1 million TL, with monthly installments beginning at roughly 18 000 TL. Three payment plans are available: a 25 % discount for cash purchases, a 50 % down‑payment with an 8 % discount and up to 72 month financing, or a split‑payment option with up to 60 month financing. The largest allocations are in Bursa (2 190 units), Ankara (2 062), Hatay (1 238), Kahramanmaraş (1 073) and Malatya (1 000). Promotion offices have been set up in several cities to assist applicants.
