Turkey's TOKİ to sell 20,000 homes in lottery‑free open‑sale campaign

The Turkish Ministry of Environment, Urbanisation and Climate Change, led by Minister Murat Kurum, announced that the Housing Development Administration (TOKİ) will launch an open‑sale campaign offering roughly 20,000 newly built apartments in 64 provinces. The sales period runs from 15 June 2026 to 17 July 2026 and will be conducted without a lottery, using a first‑come‑first‑served application process through Halkbank and Ziraat Bank branches.

Eligibility requires Turkish citizenship, age 18 or older, no existing property in the applicant’s or spouse’s name, and no prior purchase or credit from TOKİ. Buyers can choose among three payment schemes: a cash purchase with a 25 % discount; a 50 % down‑payment followed by a 72‑month instalment with an 8 % discount; or a staggered down‑payment where half of the 50 % down‑payment is paid at contract signing and the other half after 12 months, with the remaining balance spread over up to 60 months. No discount applies to the staggered plan.

Unit sizes are mainly 2+1 and 3+1 apartments. Prices start at 2.1 million TL and can reach 5.4 million TL, with monthly instalments beginning around 18 000 TL. Example pricing in Ankara lists 2+1 units from 3.1 million TL (≈21 400 TL instalment). The campaign prioritises provinces such as Ankara (2 062 units), Bursa (2 190), Hatay (1 238), Kahramanmaraş (1 073), and Malatya (1 000).
