Turkey's Ministry of National Education launches new common exam system

The Turkish Ministry of National Education (MEB) has announced the implementation of the Common Written Exam System (OYSS) for the 2026-2027 academic year. The system aims to standardize assessment processes across public and private schools using a digital question pool integrated with the Education Information Network (EBA).

The program will apply to middle school students in grades 5, 6, and 7, and high school students in grades 9, 10, and 11, covering 16 different subjects. While teachers will prepare two open-ended questions based on specific learning outcomes, the remaining questions will be automatically selected from a central digital pool containing an initial 8,000 questions. The Ministry plans to add approximately 8,000 new questions every exam period.

Educational unions, including Eğitim-Sen and Eğitim-İş, have expressed strong opposition to the reform. They argue that the system centralizes the assessment process, undermines the professional autonomy of teachers, and increases their administrative workload. Critics also claim the move ignores existing educational inequalities and limits the ability of teachers to tailor assessments to their students' specific needs.
