Turkish audit reports reveal fund surplus and religious affairs spending

A 2025 audit report by the Turkish Court of Accounts (Sayıştay) has revealed significant financial details regarding the Social Assistance and Solidarity Promotion Fund and the Presidency of Religious Affairs (Diyanet).

The Social Assistance and Solidarity Promotion Fund reported a surplus of approximately 60.9 billion TL. While the fund's income rose by 39.54% to nearly 146 billion TL, expenditures for social aid and transfers to foundations decreased by 18.28% to roughly 85.1 billion TL. The fund's revenue was primarily driven by taxes and traffic fines, with 110.6 billion TL coming from income and corporate taxes and over 34.1 billion TL sourced from traffic fines.

Separately, the report shows that the Presidency of Religious Affairs spent 129.7 billion TL during the year. Personnel expenses accounted for 85% of this total, exceeding 110.2 billion TL. The Court of Accounts also noted accounting discrepancies regarding value-enhancing expenditures on fixed assets that were not recorded in accordance with statutory limits.
