Turkish government audit reports

Overview

The Turkish Court of Accounts (Sayıştay) has released several audit reports regarding various government entities for the 2025 fiscal year.

An audit of the Social Assistance and Solidarity Promotion Fund revealed a surplus of approximately 60.9 billion TL. While fund income increased by 39.54% to nearly 146 billion TL, expenditures for social aid and foundation transfers decreased by 18.28% to roughly 85.1 billion TL. Revenue was largely driven by taxes and traffic fines.

In a separate report, the Court of Accounts issued a positive opinion on the Ministry of National Education (MEB). The audit concluded that the Ministry’s financial reports contained “accurate and reliable information in all material respects.” The Ministry managed a budget of approximately 1.5 trillion TL with a 95.9% realization rate.

Additionally, the Presidency of Religious Affairs (Diyanet) reported expenditures of 129.7 billion TL, with personnel costs accounting for 85% of that total. The Court of Accounts noted accounting discrepancies regarding certain value-enhancing expenditures on fixed assets.
