Turkish Parliament passes law to postpone PKK-related sentences FAST-MOVING

The Turkish Grand National Assembly has passed the National Solidarity and Strengthening of Social Integration Bill, a landmark piece of legislation aimed at facilitating a peace process with the PKK/KCK. The bill was approved with 468 votes in favor, 88 against, and 6 abstentions.

The law provides for the postponement of investigations, prosecutions, and the execution of sentences for crimes related to the PKK/KCK, such as membership, propaganda, and financing. For sentences of 15 years or less, the postponement is set for 5 years. For sentences exceeding 15 years, life imprisonment, or aggravated life imprisonment, the postponement is set for 10 years.

However, the law includes significant exclusions. It does not apply to intentional homicide or crimes involving life or aggravated life imprisonment committed before June 1, 2005. Additionally, the imprisoned PKK leader Abdullah Öcalan is explicitly excluded from these provisions.

The implementation of the law is contingent upon the National Security Council verifying that the PKK/KCK has effectively ended its physical existence and surrendered all weapons and ammunition. Once verified and published in the Official Gazette, the provisions can take effect.
