Turkey's Parliament President Numan Kurtulmuş outlines “Terror‑Free Turkey” legislation

Parliamentary Speaker Numan Kurtulmuş said the Turkish Grand National Assembly will adopt a temporary, stand‑alone law to cement the “Terror‑Free Turkey” process that followed the PKK’s cease‑fire declaration. The draft will not contain a general amnesty or any individual pardons; instead it will include mechanisms to verify that the armed group has fully disarmed. Kurtulmuş stressed that the bill should be passed before the parliamentary recess, aiming to “open a new era” for Turkey.

In a series of two‑day visits, Kurtulmuş met with leaders of all major parties – AK P, CHP, MHP, DEM, New Way Party, and İYİ Party’s Müsavat Dervişoğlu. Dervişoğlu acknowledged ongoing “closed‑door” discussions and warned that some information is being concealed from the public, but affirmed the parties’ shared commitment to the legislation. The consensus among the parties is to draft the law with the broadest possible political agreement, while ensuring it remains a short‑term, transitional measure rather than a wide‑scale amnesty.

The proposed framework is drawn from the report of the “National Solidarity, Brotherhood and Democracy” commission, which will guide the law’s final wording and implementation schedule.
