UAE implements new higher education penalties and digital tool regulations

The United Arab Emirates has introduced new regulatory frameworks for its educational sector. A new higher education penalties framework, effective September 12, establishes unified violations and administrative measures for universities, colleges, technical institutes, and training centers under the Ministry of Higher Education and Scientific Research.

This framework, derived from Federal Decree-Law No. 31 of 2025, covers areas such as licensing, accreditation, academic integrity, examination standards, and health and safety. It utilizes a graduated approach to penalties, allowing institutions to rectify violations before facing more severe measures. The regulations also mandate that institutions protect student academic records and financial rights during regulatory actions.

Simultaneously, the Ministry of Education has issued guidelines for the 2026-2027 academic year banning the use of unapproved digital learning tools in government schools. To ensure student safety and data privacy, schools must only use platforms officially vetted by the ministry. These tools are evaluated for curriculum alignment, technical compatibility, and compliance with child protection and information-security requirements.
