The UAE Ministry of Higher Education and Scientific Research has implemented regulatory reforms to modernize the national education landscape and align it with strategic labor market needs. Under Ministerial Resolution No. (179) of 2026, a new scholarship framework for Emirati students ties eligibility to strict international university rankings. To strengthen institutional compliance, the Ministry approved a unified regulatory framework governing violations, penalties, and administrative measures for higher education, vocational training, and various institutes. Effective September 12, 2026, this framework—derived from Federal Decree-Law No. 31 of 2025—covers licensing, accreditation, academic integrity, examination standards, and health and safety. Unlicensed or unapproved institutions face immediate closure and administrative fines of up to Dh500,000. The Ministry also holds the authority to require fee refunds and may impose permanent bans on owners or individuals in control of persistent offenders.

Dr. Ahmed Sultan Al Shoaibi, Undersecretary of the Ministry, stated that the resolution aims to “enhance institutional compliance, promote best practices, and protect the rights of students and trainees.” The framework utilizes a graduated approach to penalties, allowing institutions to rectify violations before facing more severe measures. Additionally, for the 2026-27 academic year, the Ministry of Education has issued guidelines banning the use of unapproved digital learning tools in government schools to ensure student safety and data privacy.
