UAE introduces fines and closures for unlicensed higher education institutions

The UAE Ministry of Higher Education and Scientific Research has approved a new regulatory framework to oversee higher education, technical and vocational education and training (TVET) institutions, and training centers. Effective September 12, the regulations establish a unified system for violations, penalties, and administrative measures.

Under the new rules, unlicensed or unapproved institutions face immediate closure and administrative fines of up to Dh500,000. The ministry also holds the authority to require institutions to refund fees collected without legal entitlement. For persistent or serious offenders, the ministry may impose permanent bans on owners and individuals exercising effective control over the offending entities, prohibiting them from managing or owning any higher education or TVET providers.

Dr. Ahmed Sultan Al Shoaibi, Undersecretary of the Ministry, stated that the resolution aims to enhance institutional compliance, promote best practices, and protect the rights of students and trainees. The framework is designed to balance strengthened governance with measures to ensure that legitimate institutions can continue to develop while safeguarding students' academic and financial interests during enforcement actions.
