UCI lifts ban on Belarusian cyclists and eases rules for Russian juniors

The International Cycling Union (UCI) announced a revision of its regulations that were introduced after Russia's invasion of Ukraine in 2022. Belarusian riders are no longer subject to the "protocol, symbols and emblems" ban and can compete under their national flag at UCI events, including World Championships and World Cup races.

For Russian junior cyclists and their support staff, the UCI removed the requirement to apply for Individual Neutral Athlete (AIN) status. They may now race without that designation, although senior Russian athletes remain barred from displaying Russian symbols, references to Russia on start lists, results, or broadcasts, and must continue to compete only as neutral individuals.

The changes follow updated recommendations from the International Olympic Committee, which earlier lifted all restrictions on Belarusian athletes. The new rules also permit athletes with neutral status to compete together in team events that require collective participation.
