IOC lifts ban on Russian athletes for 2028 Olympics

Overview

The International Olympic Committee’s 7 July 2026 decision lifted many restrictions on Russian athletes, allowing them to qualify for the 2028 Los Angeles Games under a neutral status. Ukrainian officials condemned the move as hypocritical, especially as it was announced on a day of mourning after Russian missile attacks in Kyiv. On 11 July the IOC provisionally lifted the suspension of the Russian Olympic Committee after four regional sports organisations were removed from occupied Ukrainian territories. Russian athletes can now return to international competition but remain barred from using the Russian flag or anthem and will be monitored for political statements. Ukraine’s sports minister Matviy Bidnyi called the step “deeply unfair,” while Russian officials hailed it as progress toward full reinstatement. The following day the IOC reiterated that permitting Russian athletes to compete under a neutral flag is a less political response than condemning attacks on sport figures, despite ongoing bombings and civilian casualties in Ukraine. Critics argue the policy allows pro‑Kremlin athletes to participate while Ukrainian victims receive no recognition. On 13 July the International Table Tennis Federation announced that Russian players will be eligible to compete under their national flag in all ITTF events from 28 July, following the IOC’s recommendation. The reinstatement applies to both individual and team competitions and is subject to standard registration, anti‑doping and integrity rules. On 14 July the IOC confirmed that the suspension imposed after Russia’s 2022 invasion was fully lifted, permitting Russian athletes to compete at the 2028 Los Angeles Games without a neutral designation. Ukrainian officials and athletes denounced the decision as a propaganda victory for Moscow and raised safety concerns. Swedish Olympic officials expressed disappointment and called for boycotts, reigniting debate over the separation of sport and politics amid the ongoing conflict.
