Uganda Anti-Corruption Unit Arrests Officials Over Job‑Selling Scheme and Charges Land Officer

Uganda's State House Anti‑Corruption Unit (SH‑ACU) arrested three Kayunga District officials—Dickson Ssebbowa, Abdul Munulo and Prossy Nalujja— accused of running a job‑selling racket that extorted money from job seekers in exchange for promised government positions. The suspects were alleged to have collected fees and failed to deliver the promised jobs, prompting whistleblower reports and a wider investigation into fraudulent recruitment practices.

In a separate case, SH‑ACU, together with the Office of the Director of Public Prosecutions and the Criminal Investigations Department, arraigned senior land management officer Kigaye Emmanuel Paul of Mbale City on charges of abuse of office and fraudulent procurement of a land title. He allegedly facilitated the illegal registration of a freehold title for Plot 27 on Bishop Masaba Road, which was already allocated to the Dairy Development Authority. Paul denied the charges and was remanded to Luzira Prison until July 2026. Both investigations are part of a broader anti‑corruption drive targeting public‑service recruitment and land‑allocation abuses in Uganda.
