Uganda anti‑corruption crackdown widens
Overview
Since the anti‑corruption drive began in early June, Uganda’s State House Anti‑Corruption Unit (SH‑ACU) and the Inspectorate of Government (IGG) have broadened their operations. In early June, the IGG arrested several officials from the Department of Refugees for alleged extortion, an action the Uganda Law Society criticized as a "trial by media." The crackdown has also targeted NGOs and investigative journalists following the freezing of accounts over alleged money laundering.
Operations have heavily targeted local government and public recruitment. In Mbale District, several officials were interdicted and officials like Eng. Robert Nakimoro were arrested following investigations into substandard road projects. In Kayunga District, three officials were arrested for an alleged job-selling racket, and a senior land officer in Mbale was arraigned for fraudulent procurement. To combat bribery in hiring, the Ministry of Local Government is enforcing stricter merit-based protocols.
By late July, the drive expanded to Parliament, with the IGG interdicting seven senior officials for alleged embezzlement. Simultaneously, the Anti-Corruption Division sentenced three officials to prison for land fraud in Lira District. In parallel, Kenya’s Ethics and Anti-Corruption Commission detained seven Nakuru County officials over procurement fraud.
Concurrently, former Kampala Lord Mayor Erias Lukwago has faced legal challenges. Following his arrest on charges of misprision of treason, Lukwago was hospitalized due to various health complications. On July 30, the High Court denied his bail application, citing insufficient medical evidence, and ordered his continued detention at Luzira Prison.
