Uganda launches $17.7 billion energy transformation plan

The Ugandan government and the African Development Bank have launched the National Energy Pact, aiming to mobilize $17.7 billion in investments by 2030. The initiative seeks to connect 85% of the population to electricity and provide clean cooking solutions to 50% of residents.

Of the total investment target, $9.4 billion is expected to come from private capital. The plan includes developing an operational capacity of approximately 2,500 megawatts, with an additional 5,800 megawatts planned for commissioning after 2030. The strategy also involves the construction of 2,712 mini-grids and regional electricity exports ranging between 500 and 650 megawatts.

To oversee the execution of the pact, an Implementation and Monitoring Unit will be established within the Ministry of Energy and Mineral Development. Government officials have emphasized that private sector involvement is critical for expanding generation, improving reliability, and lowering electricity costs as national demand continues to rise.
