Uganda Parliament calls for probe into Kampala-Entebbe Expressway management

Uganda’s Parliament Committee on Physical Infrastructure has recommended that the government take over the operations and maintenance of the Kampala-Entebbe Expressway. The move follows allegations of corruption, financial irregularities, and mismanagement regarding toll collections and private contracts.

Committee chairperson Mwine Mpaka reported that investigations uncovered significant losses, including an alleged Shs300 million loss at the Busega toll station. The committee has called for a forensic audit of operations and revenue, specifically scrutinizing a reported Shs36 billion contract extension with Pinnacle Security Limited. The committee also recommended the immediate termination of Pinnacle Security’s contract.

To safeguard revenue intended for project loan repayment, the committee proposed that the Uganda Revenue Authority (URA) take over toll collections using an electronic payment system to replace current cash transactions. Additionally, the committee called for investigations into former officials at the Uganda National Roads Authority (UNRA) and the Ministry of Works and Transport for alleged oversight failures and unauthorized contract extensions. Parliament is scheduled to debate these recommendations on August 27, 2026.
