Kampala-Entebbe Expressway management and usage issues

Overview

The management of the Kampala-Entebbe Expressway has come under intense scrutiny following recommendations from Uganda’s Parliament Committee on Physical Infrastructure. The committee reported allegations of corruption, financial irregularities, and mismanagement, including an alleged Shs300 million loss at the Busega toll station and a controversial Shs36 billion contract extension with Pinnacle Security Limited. To address these issues, the committee recommended a forensic audit, the termination of Pinnacle Security’s contract, and a transition to electronic toll collections managed by the Uganda Revenue Authority to protect project loan repayments.

Following these investigations, the Ministry of Works and Transport announced a temporary ban on heavy commercial trucks weighing 7,500 kilograms or more from using the expressway, effective August 31, 2026. This restriction aims to protect infrastructure such as bridges and toll plazas while the government installs weighing and load-verification facilities. While emergency vehicles are exempt, the Uganda People’s Congress has warned that such enforcement measures could potentially lead to a transport crisis and increased costs for commuters.
