Uganda targets corruption in local government and public hiring

Uganda's Ministry of Local Government has launched significant measures to combat corruption within regional administration and public recruitment processes. As part of Minister Balaam Barugahara’s “Expose the Corrupt” campaign, the State House Anti-Corruption Agency has recommended the interdiction of 28 officials across the Isingiro, Buhweju, and Mbarara regions. These officials hold various key roles in finance, procurement, health, and administration. The interdictions are intended to allow for impartial investigations into alleged high-level corruption without administrative interference.

Simultaneously, Permanent Secretary Ben Kumumanya is enforcing stricter merit-based hiring protocols to eliminate bribery in public service appointments. This initiative follows warnings from President Yoweri Museveni regarding applicants paying as much as Shs10 million to secure government positions. The Ministry is emphasizing that all recruitment stages must follow strict documentation and competence-based standards to ensure that government programs, such as the Parish Development Model, are implemented by qualified personnel.
