UK Border Chief warns of imminent mass casualty event in English Channel

Major General Duncan Capps, the UK’s border security commander, has warned Parliament that a mass casualty event in the English Channel is inevitable. Speaking to the Home Affairs select committee, Capps reported that approximately 3,800 migrants are currently gathered in makeshift camps near Dunkirk and Calais, France, a figure that has roughly doubled compared to normal levels.

Capps highlighted that smuggling networks are adapting to increased police patrols on French beaches by using larger vessels and launching from more distant locations, including Normandy and Belgium. He noted that journeys from Normandy can span nearly 60 nautical miles. The commander expressed particular concern regarding the increasing size and occupancy of these boats, citing a recent instance where a single vessel carried 230 people.

He warned that attempting these crossings during the winter months significantly increases the risk of loss of life. Capps stated that his foremost concern is the potential for a large-scale tragedy, noting it is extraordinary that such an event has not yet occurred given the current scale of attempts.
