UK EPR reforms tighten cost and reporting burdens for packaging co‑packers

The United Kingdom's Extended Producer Responsibility (EPR) scheme, administered by PackUK, is reshaping the packaging sector. Under the new framework, producers must submit detailed data via the Recycling Assessment Methodology (RAM), which rates materials as red, amber or green. Fees are set to be modulated, with red‑rated (hard‑to‑recycle) packaging charged up to 20% more than amber‑rated items in the second year. The first year saw payments of £1.4 billion to local authorities, but co‑packers, fillers and contract manufacturers warn the rules add significant compliance costs, reporting burdens and uncertainty over who ultimately foots the bill.

At the same time, new EPR requirements in the United States and the European Union are prompting packaging suppliers to highlight compliance‑ready solutions. Companies such as Zenpack and GPA Global are promoting integrated design, manufacturing and logistics services that incorporate recycled‑content reporting, FSC certification and carbon‑neutral shipping to help brands meet the stricter waste‑reporting and recycled‑content targets imposed by the emerging regulations. The industry is therefore navigating parallel regulatory pressures in the UK, US and EU while seeking sustainable, cost‑effective packaging options.
