UK government pauses local council reorganisation plans
The UK government has withdrawn and paused several major local government reorganisation plans following updated and privileged legal advice. The Ministry of Housing, Communities and Local Government (MHCLG) is launching a review to ensure the process is robust and aligns with the administration's goal to ‘rewire the state’.
Plans for reorganisation in Essex, Hampshire, Norfolk, and Suffolk have been officially withdrawn. Additionally, work in 14 other areas, including Devon and Gloucestershire, has been paused. The review also encompasses pending decisions in Cambridgeshire & Peterborough and West Sussex. Communities Secretary Angela Rayner stated the review aims to ensure the process complies with the law and supports the devolution of power closer to citizens.
Local authorities and business leaders have expressed significant concern regarding the U-turn. Officials in Devon, Norfolk, and Uttlesford have criticized the decision as a waste of substantial public funds, noting that millions of pounds had already been spent on consultants and staff capacity to prepare for the changes. Despite the pause, the government confirmed that local elections in May 2027 will proceed using existing council boundaries.
