UK government launches independent review into Henry Nowak murder

UK Home Secretary Shabana Mahmood has announced an independent review into the December 2025 murder of 18-year-old student Henry Nowak in Southampton. The review will be led by former Lord Chancellor Alex Chalk KC.

The investigation is structured in two phases. The first phase will examine whether public services—including the police, healthcare, local authorities, universities, and religious organizations—missed warning signs regarding the perpetrator, Vickrum Digwa, in the five years preceding the attack. It will also evaluate how the Nowak family was treated by the criminal justice system following the tragedy.

The second phase will commence after the Independent Office for Police Conduct (IOPC) concludes its investigation into the immediate police response at the scene. This phase will consider the actions of the IOPC and the police if necessary.

Vickrum Digwa was convicted of murder in June and sentenced to life imprisonment with a minimum term of 21 years. The case drew significant public outcry after body-worn camera footage showed Nowak being handcuffed while bleeding from a stab wound, despite his repeated pleas for help. An initial report from the first phase of the review is expected within five months.
