UK local government reform faces scrutiny amid council reorganisation review
The County Council Network (CCN) has warned the UK government that the current review of local government reorganisation must result in a “material change in direction” to avoid undermining devolution and creating a fragmented, costly system. This follows Communities Secretary Angela Rayner’s decision to withdraw plans for single-tier authorities in Essex, Norfolk, Suffolk, and Hampshire due to new legal advice and judicial reviews.
In Essex, the government has paused a proposal for five new unitary councils, meaning elections will proceed on existing boundaries in May 2027. North West Essex Labour has called for more ambitious, transformative reforms that go beyond structural changes to focus on “rewiring the state” by shifting more power, funding, and responsibility to local areas.
Concerns regarding local government sustainability are highlighted by social care costs. In Essex, adult care accounted for £773 million in spending last year, with a projected funding gap expected to rise from £108 million in 2027/28 to £278 million by 2029/30. Critics argue that effective reform requires better alignment between local councils and the NHS through pooled budgets and preventative investment.
