UK medical graduate priority law boosts homegrown doctors

New legislation prioritizing UK medical graduates for NHS training posts has significantly increased the number of homegrown doctors entering specialty training. An analysis of NHS data by the Nuffield Trust indicates that legal changes implemented in March successfully shifted access toward doctors trained within the UK.

Prior to these changes, the proportion of doctors accepting specialty training places from the ‘non-priority’ group—which includes most overseas-trained medics—was 28% in 2025. Following the implementation of the new rules, this figure fell to 1.8%. By 2026, data shows that 9,122 out of 9,286 acceptances were from doctors largely trained in the UK.

The policy was introduced by Wes Streeting to ‘put homegrown talent at the front of the queue for medical training posts,’ addressing long-standing concerns from trainees regarding intense competition for limited positions.
