UK Prime Minister Andy Burnham has focused his initial weeks in office on domestic priorities, including addressing homelessness and regulating vape and betting shops. This domestic focus has left European Union officials uncertain about his long-term vision for the UK-EU relationship.

While Burnham has previously described his administration as “proudly pro-European” and expressed hope for eventual UK re-entry into the EU, his political background in a pro-Brexit Manchester constituency has led him to moderate his rhetoric. Analysts suggest that while he may be the most pro-European leader since Tony Blair, he is expected to speak about Europe less frequently than his predecessor, Keir Starmer.

EU diplomats generally anticipate that Burnham will continue the previous administration's efforts to repair economic and political ties. There is significant interest in finalizing pending agreements, such as removing trade barriers for agri-food products and reintegrating the UK into the EU's internal electricity market, which were delayed following Starmer's resignation.
