UK PM Andy Burnham opens No. 10 North hub, urges written constitution
Prime Minister Andy Burnham, who took office two weeks ago, has announced a push for a codified constitution for the United Kingdom, arguing that the current uncodified system concentrates power in London. As part of his devolution agenda, Burnham opened a new regional office called “No. 10 North” in Manchester, a modern building intended to shift decision‑making and economic growth initiatives away from Westminster.

In addition, local authorities will gain greater control over business rates starting in 2027 and will be permitted to introduce an overnight visitor levy by March 2028 to fund transport and cultural services. Burnham, formerly mayor of Greater Manchester, frames these reforms as a fundamental change to how the country is governed and a step toward a future written constitution.
The proposals will require extensive parliamentary debate and public consultation, and no timetable has been set for adopting a formal constitution.
