UK prisons face staffing shortages and safety concerns

Staffing shortages and operational issues are undermining new prison infrastructure in the United Kingdom. At HMP Norwich, a new £38 million wing intended to add 170 cells has only added 10 due to a lack of promised personnel. The Prison Officers Association reported that existing wings had to be closed to redeploy officers, noting that chronic shortages affect jails across the country.

Similarly, HMP Millsike, a £400 million facility in East Yorkshire operated by Mitie, has faced criticism following an Independent Monitoring Board report. The report described the prison as understaffed and unsafe, citing recruitment challenges, inexperienced staff, and design flaws such as blind spots for officers and a lack of air conditioning. While the Ministry of Justice estimates only 80 per cent of cells at Millsike are in use, critics warn against expansion until safety and staffing issues are addressed.
