The United Kingdom is experiencing significant staffing shortages and operational challenges within its prison system, affecting both new and existing facilities.

At the modern £400 million HMP Millsike in Yorkshire, authorities have been forced to operate at a reduced capacity of approximately 1,158 cells—down from a design capacity of 1,500—because current staffing levels are deemed unsafe for full occupancy. Management has noted a difficult cycle of recruiting and training staff who frequently resign shortly after starting, a situation described by one source as being like “a bathtub with the tap turned on full blast but the plug pulled out.”

These issues extend to other locations, such as HMP Norwich, where a new wing intended to add 170 cells has only successfully added 10 due to personnel shortages. An Independent Monitoring Board report regarding HMP Millsike further criticized the facility for being understaffed and unsafe, citing recruitment difficulties, inexperienced personnel, and design flaws such as blind spots for officers. While the Ministry of Justice estimates that 80 per cent of cells at Millsike are in use, critics argue against further expansion until these safety and staffing concerns are resolved.
