UK shuts illegal tobacco shop as Liverpool study finds one in four stores selling contraband
Environmental health officers, trading standards and police forced the Lichfield‑area vape shop ‘Vape Zone’ to close for a second three‑month period after seizing over 2,200 illegal cigarettes, 0.85 kg of hand‑rolling tobacco and food products containing the synthetic dye Red 40 without required warnings. The closure order, issued by Cannock Magistrates’ Court, follows an earlier shutdown earlier in the year for the same premises.
An undercover operation in Liverpool examined 72 independent convenience stores; 18 (one quarter) were found selling illegal tobacco, including counterfeit Amber Leaf and the white‑brand Top Gun sourced from Belarus and the UAE. Fourteen of those shops had previously sold illicit products, indicating repeat offending. HMRC estimates the illicit market robs the Treasury of more than £2 billion in tax each year, and authorities link the trade to organised crime, smuggling, money‑laundering and violence. A poll by JTI showed strong public concern about the impact on crime and the upcoming October 2026 tax rise, which could push more smokers toward the black market.
