Ukraine accuses Russia of war crime in Kherson drone attack

Ukrainian Foreign Minister Andrii Sybiha said Russia committed a war crime after a video showed a Russian drone chasing a street vendor in the southern city of Kherson, exploding and wounding the man, who survived with shock and shrapnel injuries. Sybiha described the strike as part of a deliberate Russian campaign to intimidate civilians and called for international condemnation and a stronger defence and deterrence package for Ukraine.

He also noted recent civilian casualties elsewhere, including two children and an elderly woman killed in Russian guided‑bomb strikes on Sumy. The United Nations Human Rights Monitoring Mission reported a sharp rise in civilian deaths and injuries in Ukraine during the first half of 2026. Russia, in turn, accused Ukraine of terrorism after a drone attack on the Black Sea resort of Gelendzhik that killed seven people, including three children.
