Ukraine approves 2027 draft budget with record defense spending

The Ukrainian government has approved a draft budget for 2027, characterized by record-level defense spending and a significant reliance on foreign aid. Total planned expenditures are set at approximately 7.27 trillion Hryvnia, while security and defense costs are projected to reach between 95.3 and 95.9 billion euros. This defense allocation is expected to represent roughly 43.8% of Ukraine's GDP.

To address the massive fiscal gap, Ukraine anticipates needing more than $52 billion in international financial assistance for 2027. Finance Minister Serhiy Martsenko noted the growing disparity between rising expenditures and state revenues. In response to the budget deficit, President Volodymyr Zelenskyy has indicated plans to implement 'difficult and unpopular' measures to stabilize the nation's finances.
