Overview

Ukraine continues to face severe fiscal and military pressures. The national budget deficit remains a critical concern; Fitch Ratings has confirmed a deeply speculative “CCC” credit rating, noting that without external donations, the state budget deficit could reach 28% of GDP. On the military front, Ukrainian forces recently utilized Storm Shadow cruise missiles to target the Energija factory in the Lipetsk region of Russia. Regarding communications and intelligence, President Volodymyr Zelenskyy confirmed that both Starlink/Starshield satellite services and US intelligence alerts regarding imminent Russian ballistic missile attacks have been fully restored. The restoration of satellite connectivity follows a period of operational challenges after SpaceX CEO Elon Musk alleged that Ukraine had used the commercial network for offensive drone strikes, characterizing the service as a civilian tool. Zelenskyy noted the return of US intelligence alerts is critical for air defense capabilities. On October 24, Zelenskyy confirmed that Starlink and Starshield services returned to full operational speeds, exceeding 400 km/h, following technical restrictions in October.
