U.S. President Donald Trump announced that the United States has not agreed to allow Ukraine to produce Patriot air‑defence missiles, reversing an earlier pledge made at the NATO summit in July to grant such a licence. Trump said discussions are ongoing and warned that providing the technology could one day be turned against the United States.

Ukrainian President Volodymyr Zelenskyy has also asked Trump to intervene with Elon Musk to obtain permission for Starlink use inside Russian territory, hoping the satellite service could aid Ukrainian strikes on Russia. Zelenskyy said he discussed a licence for Patriot interceptor production with Trump during a private White House meeting.

The reversal has raised concerns in Kyiv about the availability of critical air‑defence systems as Russian ballistic missile attacks intensify.
