Starlink usage controversy in Ukraine conflict

Entities: Russia · SpaceX / Starlink · Volodymyr Zelensky · Starlink · SpaceX

Overview

In late July 2026, Russian Foreign Ministry spokeswoman Maria Zakharova warned that ending SpaceX’s Starlink service in Ukraine would worsen civilian suffering and condemned anti‑Russian statements by Ukraine’s new armed‑forces commander as “the face of new Nazism in Kyiv.”

Ukrainian President Volodymyr Zelensky met U.S. President Donald Trump in a closed‑door White House session on 28 July, asking Trump to persuade Elon Musk to allow Starlink use on Russian territory so Ukrainian forces could target mobile ballistic‑missile launchers inside Russia and reduce reliance on scarce Patriot air‑defence missiles. SpaceX at the time limited Starlink to Ukrainian‑controlled areas, including occupied Crimea, and blocked it inside the internationally recognised Russian Federation. Musk reportedly declined a direct meeting with Zelensky; Trump said he would consider the request but gave no firm commitment and expressed uncertainty about licensing domestic production of Patriot missiles for Ukraine.

On 31 July, Zelensky reiterated the appeal, again urging Trump to convince Musk to permit Starlink‑enabled drone strikes inside Russia. Trump repeated his tentative stance, noting security concerns over a domestic Patriot licence that could take years to materialise. Zelensky later held a “productive” phone call with U.S. Vice‑President JD Vance to discuss Ukraine’s air‑defence needs. The episode highlights Starlink’s strategic value and the diplomatic friction it creates among Moscow, Kyiv and Washington.
