Ukraine seeks EU loan acceleration and US tech investment for defense
Ukraine’s new Defense Minister, Yevhenii Khmara, has outlined a strategic vision to sustain the country’s defense efforts as the war enters its fifth year. To address a $27 billion military budget deficit, Khmara is seeking to accelerate the release of a portion of the European Union’s €45 billion loan scheduled for next year. The EU has committed €90 billion in total financial assistance to Ukraine through 2027.
Simultaneously, former Defense Minister Mykhailo Fedorov is working in Washington to establish a specialized defense technology investment fund. This fund aims to attract American venture capital and private investment to develop critical battlefield technologies, including combat robotics, high-speed interceptor drones, and AI-driven missiles. Fedorov has proposed a reciprocal arrangement where Ukraine could assist the United States in building a 'drone army' in exchange for Patriot interceptor missiles.
Khmara, a former special forces commander, intends to implement a strategy of asymmetric warfare, focusing on low-cost methods to inflict significant economic and structural damage on Russian military and energy infrastructure. He has expressed a shared vision with the new top general, Mykhailo Drapatyi, to maintain momentum through long-range drone strikes and improved air defense capabilities.
