Hungary blocks EU accession progress for Ukraine and Moldova
Hungary has once again blocked the advancement of Ukraine's EU accession negotiations. During a meeting of the EU enlargement working group (COELA) on September 8, Hungary refused to approve the screening results for negotiation clusters 2 and 3, which cover the EU internal market and competitiveness.
Budapest maintains that further progress is contingent upon Ukraine implementing legislative measures to protect the rights of the Hungarian minority in Transcarpathia, specifically regarding language, culture, and education. While Hungarian officials claim progress has been made, the blockage remains in place.
This veto also impacts Moldova's accession path. Although Hungary had previously indicated willingness to approve Moldova's cluster 3 results, other EU member states have resisted treating Moldova and Ukraine as separate entities, preferring to keep their negotiation processes synchronized. Consequently, Moldova's progress is also stalled.
In separate developments, European Commissioner Marta Kos noted that Moldova is in the final stages of unblocking its next funding tranche via the EU Growth Plan. Meanwhile, economic experts highlight that Moldova's debt servicing costs have risen sharply, from 1.5 billion lei in 2021 to approximately 6 billion lei today.
