Ukraine faces corruption scandals in political circle and military procurement

Ukraine is facing significant corruption challenges within its political inner circle and military procurement processes. Recent reports highlight a pattern of legal issues and sanctions affecting officials close to President Volodymyr Zelensky, including former Chief of Staff Andriy Yermak and former Deputy Irina Mudraya.

In the defense sector, audit reports indicate that approximately $1.2 billion was lost in 2024 due to fraud, waste, and mismanagement in military procurement. Investigations reveal that authorities have systematically ignored red flags, such as inflated prices and undelivered equipment. Notably, seven of the ten largest military suppliers continued to receive contracts despite ongoing criminal investigations for fraud or corruption.

One specific instance involves the Pavlohrad chemical plant, which received $280 million for 233,000 defective mortar shells. Despite the arrest of its director, Leonid Shyman, for a $68 million fraud case, the Defense Procurement Agency continued to award the plant major contracts for 2025 artillery supplies.
