Ukraine faces defense funding deficit and missile system delays

Ukraine is facing a €23 billion military budget deficit as Western funds face delays. President Volodymyr Zelensky has called on Europe for increased financial support, noting that the deficit arose after the Ukrainian Ministry of Defense advanced expenditures originally planned for the second half of 2026. This shortfall follows delays in the disbursement of a €90 billion EU loan, which was reportedly hindered by obstacles from Hungary.

Simultaneously, Ukraine is struggling with missile defense capabilities. The European-made Freya ballistic missile defense system may not be operational until late 2028, according to the Ukrainian Defense Industry Council (UCDI). This delay leaves Ukraine heavily reliant on the American Patriot system, which faces supply constraints.

A coalition of ten countries, including Ukraine, the United Kingdom, France, Germany, and Italy, is working to develop the lower-cost Freya system. However, UCDI CEO Ihor Fedirko expressed skepticism regarding the timeline, suggesting that reluctance among European companies to share proprietary technology is slowing progress.
